Credited as the prime negotiation tactic of US diplomat Henry Kissinger, employed both as a way to mask an irreconcilable impasse when sides remain far apart on an issue and as a means for both parties to save face and claim concessions from the other. Postponing true resolution is in retrospect disparaged as papering over systemic and deeper conflicts for its tendency for subsequent eruption for a temporary stay. Examples include the Shanghai Communiqué, considered America’s first expression of the one-China policy during Nixon’s visit and the so called “Six-Point Agreement”—both brokered by Kissinger—and the latter signed on this day in 1973 at the Kilometre 101 of the Cairo-Suez highway. At inroads after the first phase of peace talks to end the Yom Kippur War achieved little progress in de-escalation with the encirclement of the Egyptian army by the Israeli Defence Forces and neither side willing to withdraw. Provision B of the settlement was ambiguously worded so as to incentivise further negotiations to go back to status quo, which both sides choose to interpret as favourable to their cause: Egypt as clear mandate that Israel would surrender its claim on their territory and for Israel a disentanglement of belligerents without the obligation for capitulation.

The 1976 musical documentary by Susan Wilson that juxtaposed Beatles covers with newsreel combat footage and propaganda vignettes that was roundly rejected by critics and audiences was released on this day in 1976 and pulled from cinemas after less than two weeks of screenings. Shrewdly realising that money was to be made from the soundtrack with new renditions by popular artists, the accompanying film score debuted three weeks earlier and generated far more revenue than the movie, remanded mostly to obscurity outside of a few airings that attracted a cult-like fascination with several charting singles like Rod Stewart’s “Get Back,” Elton John’s “Lucy in the Sky with Diamonds,” the Bee Gees’ “Carry That Weight,” Helen Reddy doing a version of “Fool on the Hill,” Tina Turner on “Come Together” and introducing Peter Gabriel with “Strawberry Fields Forever.” It was rumoured that Monty Python cartoonist Terry Gilliam was approached to contributed animated interstitials but that was apparently untrue. As singular as this enterprise seems, All This and World War II was inspired by a documentary by Philippe Mora from the previous year called Brother, Can You Spare a Dime? made up of newsreel footage and interspersed with clips from contemporary films and songs as a scrapbook of the Depression Era through the Attack on Pearl Harbour, with musical selections from Cab Calloway, Bing Crosby, Billie Holiday, Woody Guthrie, Busby Berkley and the Andrews Sisters. In the latest in her ongoing series of US presidential debate recaps, McSweeney’s contributor Maura Quint presents the third Republican session from Wednesday, again absent the forerunner in this race for sloppy seconds, moderator reminding the audience “that this is all a farce performed by unloved toddlers and that Donald Trump will undoubtedly be the nominee.” After placing blame on the corrupt media and Democratic leadership for America’s wayward trajectory, brinksmanship built over how to deal with China, Russia and the active conflicts in Ukraine and the war in Palestine between Israel and Hamas—satire that corresponded with the actual exchanges on the dais, the debate concluded with the closing remarks of hopeful Chris Christie: “It’s a gift to be an American. Maybe it’s not what you wanted but your parents gave it to you and they expect you to be grateful for it anyway. So show some respect, you ingrates.”

Entering its third week without a leader, the US House of Representatives’ Republican forerunner for the gavel and Speaker of the House, a hard right conservative, Trump apologists and noted obstructionist, having blocked far more legislation than sponsored, failed to secure the required majority with some rather brave GOP hold-outs refusing to allow Congress to fall further into the control of a radical minority element of the party. Despite not having secured the commitment of other fellow Republicans for support, the vote was brought to the floor, hoping that a public forum would draw the ire of their constituents in a rather unprecedented campaign for a congressional leadership role. Under pressure to fill the vacant role of House Speaker, Congress is unable to introduce new bills and severely handicaps its ability to address immediate concerns of funding the government with a looming deadline in mid-November, approving the appointment of ambassadors and military commanders or for extending aid and armaments to allies of two wars.

Occurring this day in 1973 after Egyptian forces had advanced beyond the Israeli line of defence during the previous engagement, the Battle of the Sinai, ultimately repulsed but with Israel sustaining significant losses, the titular battlefield that marked a turning point in the Yom Kippur War was given the misnomer for an Egyptian agricultural research station equipped with Japanese-made technology and over the next two days managed to push Egyptian forces back across the Suez Canal in one of the deadliest and brutal clashes of the conflict. Plans for crossing and securing a corridor for re-supply and relief were considered too ambitious and exacting with deviations from the established dead-lines resulting in losses for the Israeli Defence Force, but the Egyptians girded the exposed flank of their forward division (as the IDF had hoped, misinterpreting their objective) and were cut of from re-enforcements, causing Egypt’s withdrawal from the Sinai and abandon its attempts to re-establish control over the peninsula.

In order to combat runaway hyperinflation after World War I and the the subsequent occupation of the industrial Ruhr region by French and Belgian forces that caused a major slump in economic activity and an attendant drop in government tax revenues that the Weimar Republic tried to compensate for with quantitive easing (that is—printing more money), finance minister Hans Luther, working with the Reichsbank, introduced a new currency on this day in 1923 to replace the Papiermark. Money had become nearly worthless and subject to precipitous devaluation on a daily basis due to lack of gold and other stable assets to back it, and Luther, whose plans for reform were grounded on the economic principles espoused by Karl Helfferich who suggested floating, indexing monetary value on rye and other agricultural commodities, devised a mortgaged-mark not tied to produce and crop yields (the original idea rejected due to inherent instability) but rather to the land that produced them, backed by biannual payments on farmland and business properties. With the first notes issued on 1 November, one trillion Papiermark could be exchanged for one Rentenmark and the relatively successful transition provided the stability for a recovery in the national economy.

To replace materiel spent in the first four days of the conflict, the Soviet Union began an airlift on this day in 1973 of military equipment to Syria and Egypt that led a coalition of Arab states against Israel (to gain purchase on the eastern bank of the Suez Canal and regain the Sinai) in the Yom Kippur/Ramandan War. The US followed suit with a massive resupply of Israel two days later, and having discovered that Prime Minister Golda Meir had authorised the assembly of thirteen nuclear warheads aimed at targets in Egypt and Syria, a move that was made easily detectable so as to conduce American aid and avoid further escalation, wanting officially to minimise the appearance of involvement. Upon receiving intelligence of this development, US president Richard Nixon ordered the deployment of the Air Force to transport all munitions possible to Israel via the Azores and along a narrow airspace over the Mediterranean to comply with European countries that did not wish to be party to a proxy war between the US and the Soviet Union. Although resupply missions on both sides slowed significantly after the 24 October cease-fire resolution, OPEC leaders enacted an oil embargo against America and her allies.

Nearly coinciding with the 1973 Yom Kippur War when a coalition of Arab states fought to retake the Sinai Peninsula and Golan Heights territories occupied by Israel, the militant governing authority of Palestine, Hamas, together with other nationalists groups launched a large-scale surprise offensive against Israel from the Gaza Strip, breaking through barrier and crossing the Green Line, in the first such incursion since 1948 with a barrage of thousands of rockets and hostages taken. Declaring a state of war, Israel has retaliated in what may escalate into a regional conflict. The near complete blockade of Gaza in force since 2007 (when Hamas was elected to political power) and denial of statehood to Palestine or any meaningful form of self-determination, though commanding officers cite tensions that occurred six months earlier at the Temple Mount / al-Aqsa Compound in Jerusalem and under Israeli jurisdiction when Passover, Eastertide and Ramadan occurred all at the same time and Muslim worshippers were forcibly removed after clashes with police.

With the deadline looming and only hours left before a government shut-down (previously) looks more and more inevitable, continued in-fighting amongst Republican members in Congress sabotaged a bill sponsored by the Senate that would have have been a stop-gap measure, a continuing resolution, to keep the funded government and operational through mid-November. The Speakership in hock and the House of Representatives held ransom by a radical element willing to let the government run out of money, insistent on a thirty-percent across the board cut in budgets and halting aid to Ukraine. Despite a precariously narrow majority in Congress that cannot enforce its will (captivity to an arch-conservative, pandering wing notwithstanding) without compromise and concession, particularly in mixed jurisdiction (and again, gerrymandering that protects their seats notwithstanding), the GOP is refusing to negotiate and willing to force a crisis costly in terms of economics and repute that may prove difficult to resolve.

Arriving his private armoured train over the sliver of a shared border between Russian and North Korea, Kim Jong Un (whom rarely leaves the country) with Vladimir Putin at the Vostochy cosmodrome to tour the facilities and discuss a weapons deal, occasioned by Russia running a deficit on munition shells due to the protracted invasion of Ukraine and turning to the heavily stockpiled peninsula dating from the Cold War, reportedly offering in exchange to the isolated and destitute nation food aid and expertise in developing reconnaissance satellites in furtherance of the developing atomic weapons programme. Though once opposed to allowing unstable neighbours going nuclear and participating in sanctions against North Korea for its pursuit, Russia now seems willing—as with its cache of drones from Iran, to take these risks including the possibility of selling on technologies to arms-dealers even less allied and a bipolar geopolitical landscape with the West on one side and Russia’s sphere of tenuous influence. Kim reaffirmed his support for “to defend its state sovereignty and protect its security” echoing rhetoric used to justify invading Ukraine and Putin graciously accepted his counterpart’s invitation for a state visit.

Midcentury Modern embassies and consulates commissioned by the US State Department between the years 1948 and 1962 at the height of the Cold War were not only outposts of ideology, as an interview with historian David B Peterson for an upcoming retrospective on the architecture of democracy, diplomacy and defence reveals but also host to quite extensive outreach programmes and to project culture and the values of progressive and open societies—though considering American’s own practises of apatheid, it’s a rather hollow image. Numerous star architects and luminaries of the day were involved and most compounds had a publicly accessible area for lectures, libraries and exhibition spaces. The chapter on the embassy of New Delhi designed by Edward Durell Stone (the MoMA, Radio City Music Hall and the Kennedy Centre) looks particularly interesting. Unsurprisingly given the series of defenestrations and accidents involving those critical of the Russian government and how the mercenary chief signed his own death warrant and was living on bored time with an aborted coup—angry with the direction that the invasion of Ukraine had taken and his march on Moscow halted, charges of treason in exchange for disbanding the Wagner Group and exile to Belarus, the crash of a private jet travelling from the capital to St Petersburg was still a chilling reminder of Putin’s vengeance and a stark warning to the opposition. The civil aviation authority immediately reported that Yevgeny Prigozhin was on the manifest of the flight and that he and nine others (among those other senior leadership from the private army) on board were dead—though it is still unclear what exactly has transpired. Putin, in South Africa attending a BRICS conference, has not yet responded to the news. Mr Prigozhin, related to the summit of emerging world economies, recently produced a recruitment video for soldiers of fortune on the continent.

Operations in secret extended over Thailand, Laos and Cambodia. Despite its highly classified nature, the 54th Weather Reconnaissance Squadron, the unit chiefly responsible for the tests, publicly and prominently used the slogan “make mud, not war.” The American people deciding that such measures had no place on the battlefield, weather disruption falls presently under the auspices of the Environmental Modification Convention.

Truckloads of giant meter-diameter buoys arrived on the Río Bravo to be assembled into a floating chain of obstacles to prevent individuals from México from crossing the river and into Texas as part of larger programme to deter migration, but as David Martin Davies reports, like many other initiatives facing legal challenges, this experimental yet unoriginal and pricey idea may not only prove ultimately ineffectual, dangerous to life and limb and result in further negative environmental impact for the beleaguered waterway, it may also flaunt international law, potentially altering the flow and the border between the US and México. Opponents also note that the buoys could become unmoored—no infrastructure or ecological assessments were conducted prior to the planned installation (end product visualised)—and float downstream and cause damage to bridges.

Mercenary forces of the Wagner group have mutinied following escalating tensions between the organisation’s leader, Yevgeny Prigozhin, and the Russian Ministry of Defence, with allegations that corruption and incompetency has squandered initial successes in the invasion of Ukraine and talk of the MoD nationalising these soldiers-of-fortune after rather unrestrained criticism which dismissed Russian pretexts for occupation as only benefiting the parasitical elites who depend on the grace and favour of Putin to retain their standing. Wagner troops captured Rostov-on-Don, the command and control centre in the occupied Donbas region and have crossed over into Russian-proper territory, reportedly marching onward to Moscow. Characterising the oligarchs and the extreme inequality between the comfortably oblivious and those families sending their sons to fight and die for an illegal and pointless war as a prelude to the social unrest that sparked the 1917 revolution against the aristocracy, Prigozhin apparently brought the wrath of the Russian army on one unit, firing missiles at a camp of Wagner troops—though this open provocation quickly transformed into a rallying point with a column advancing first to the southern city of Voronezh. In response, Chechnya has mobilised its military against the attempted coup in order to “preserve Russian unity” and the Kremlin has increased security. Events are unfolding at an unprecedented speed and some voices are pronouncing the beginnings of if not a civil war then surely a severe blow to Putin’s hold on power.
