Though the concept of cities of refuge where perpetrators of accidental crimes could claim asylum is ancient and the modern usage seems quite contemporary, the first municipality in the US that passed an ordinance prohibiting city authorities from enforcing rendition for non-violent offences was Berkeley, California, adopting the stance on this day in 1971, inspiring and leading a shift among many polities in North American and Europe to be more welcoming of arriving immigrants and reduce anxiety surrounding deportation and possible family separation.

Making a forceful statement against armed US overtures in Lebanon and Grenada, a bomb-blast tore through the virtually empty senate-side of the Capitol building on this day in 1983. The day’s session had adjourned nearly two hours prior to the explosion and an anonymous caller representing the “Armed Resistance Unit” of the Resistance Conspiracy—the American-based branch of the broader organisation called the Nineteenth of May Communist Order (also known as M19 and a splinter-group of the above committed to fighting imperialism, racism and sexism)—called the switchboard and issued a warning minutes before detonation. No one was present to be injured—though the suspected targets included Senator Robert C. Byrd, an ardent proponent for both incursions, with a portrait of statesman and Massachusetts senator Daniel Webster (*1782 - †1852) hung near the chamber’s cloakroom damaged nearly beyond repair as the evening’s only casualty. Five years later, the accused parties were brought before a federal judicial trial for the Capitol bombing plus two related terror attacks on Washington area military installations.

Born this day in 1865 US president Warren G. Harding (†1923, elected on his birthday in 1920), who fairly popular whilst in office—largely due to his long suffering wife Florence who worked overtime to keep his scandals out of the public eye that emerged after his sudden death, did not have a pedestrian middle name in Gamaliel—not George as one might expect, though not wholly unique for mid-nineteenth century America. Nicknamed Winnie as a child, the Greek form of the Hebrew name means “God is my recompense,” indicating rather tragically that this son had an earlier sibling that was lost as an infant and was the given name of several rabbinical authorities. Problematic libertarian journalist and cultural critic H. L. Mencken (previously) mocked Warren’s oration and delivery as Gamalielese, described as meandering, irritating, “it is balder and dash”—though more charitably, others characterised its indeterminacy as the rhetoric to allow listeners to limn it with their own aspirations.

After passing in a national referendum earlier in the year (see also, see previously), women finally secured the right to vote and stand for office in federal elections in Switzerland, exercising their rights for the first time on this day a half a century ago. Lise Girardin (*1921 - †2010) of Geneva was nominated by her party (the Free, Freisinnig Democrats) to be the first female member of the Council of States, der Ständerat—the Upper House of the Swiss federal assembly.

Coincidentally on this day in 1390 the first tribunal within the jurisdiction of the court of Paris was held also saw across the centuries and continents the dissolution of the Court of Oyer and Terminer in 1692—a standing commission (charged to “hear and determine”) with a judge of assize first convened in May of the same year to adjudicate cases in the Salem Witch Trials in colonial Massachusetts, authorities displeased with their conduct and proceedings. During that later five month period, two hundred were accused and nineteen condemned to capital punishment, hanged by the neck until dead. The former, after fourteen months of deliberation and sentencing led to the execution of soothsayer Jeanne de Brigue, whom was allegedly able to summon the demon Haussibut and with his aid find lost objects and catch thieves—which sounds like more of a public service than a crime.

First performed on this day in 1971 at the behest of then Secretary-General U Thant for the organisation’s twenty-sixth anniversary, a Hymn to the United Nations with words based of the charter’s preamble by W. H. Auden set to music by cellist and composer Pau Casals was not officially adopted by the supranational body, as Thant intended—to be played before special occasions and further efforts to create a formal anthem were never pursued.

Hosted by Washington, DC, delegates gathered from twenty-six countries for the International Meridian Conference adopted the resolution on this day in 1884 that made the Royal Observatory in Greenwich (see previously here and here) the prime “meridian to be employed as a common zero of longitude and standard of time reckoning throughout the world.The resolution was passed but not without some abstentions and serious objections—foremost being France, which until settling on the compromise term Coordinated Universal Time in 1978, did not refer to the selection as GMT but rather “Paris mean time, retarded by nine minutes and twenty-one seconds.” Contrary to popular belief, the meeting did not establish time zones.  Also making it a universal convention to begin astronomical and nautical days at the stroke of midnight, the summit coincided with the enactment of the Longitude Act of 1714 from Queen Anne, establishing a board of judges and prize monies for anyone coming up with a practical way to accurately measure whereabouts on the y-axis while at sea.

Formed in the aftermath of World War II on Columbus Day 1944 by a sociologist called Corrado Gini—who developed the Gini coefficient as a metric for income inequality, an academic and activist called Santi Paladino best remembered for his theory that Michelangelo was the real author of the works of Shakespeare and a statistician named Ugo Damiani, the goal of their political party was to persuade the United States of America to annex Italy. More over the founding members believed that it was incumbent on the US to take in all free and democratic nations and become a world government, enshrining the values of liberty and ensuring perpetual peace and employment. During the general elections held two years later, the Italian Unionist Movement only garnered one seat out of over five-hundred and fifty representatives in the Chamber of Deputies, Italy’s lower house of parliament. The party opted to dissolve itself ahead of the next national vote in 1948.

Though relaxation on freedom of movement began as early as May 1989 with the Pan-European Picnic, next the fall of the Berlin Wall, free elections and an economic merger between East and West, the formal resolution for the abolishment of East Germany through its accession (Beitritt) to the Bundesrepublik Deutschland (the Federal Republic of West Germany) came on 23 August 1990 with the Volkskammer, the East German parliament, agreeing to the extension of West German Basic Law (Grundgesetz, an unmodified constitution) over their territory. After a transition period, the West effectively absorbed East Germany, the enlarged federative republic administratively holding all the seats and membership of old West Germany at the stroke of midnight (see above) on 3 October with the raising black, red and gold banner above the Brandenburg Gate.

Germany is holding a national ballot to elect the members of the twentieth Bundestag, the federal parliament. With Angela Merkel having chose not to run after sixteen years as chancellor, this vote marks the first time in modern Germany history that the incumbent is not seeking reelection.  Seven top candidates from Germany’s forty-seven listed political parties are vying for top position and the mandate to form a coalition government and reach a power-sharing agreement with the opposition.

With the current climate twenty years on and comparable numbers of lives lost and lives impacted on a daily basis due to the pandemic and our trenchant, asocial behaviour and a resurgent Taliban controlling Afghanistan, it feels a bit hollow marking the anniversaries of the events that unfolded domestically and internationally in the immediate aftermath of the September 11 Attacks. The Bush doctrine, however—first characterised to the press as a “war of terrorism” on 16 September and then presented formally as a global “war on terror” in an address to a joint-session of the US Congress on this day in 2001, labeling “our enemy is a radical network of terrorists and every government that supports them” has an outsized legacy that impacts nearly every aspect of our lives.   Despite consternation and criticism with this approach, the policy went forward with consequences around the world. Though his predecessor, US President Barak Obama, avoided the term and declared the conflict over on 23 May 2013, stating the that the US military forces and intelligence agencies could not and would prosecute a war against a tactic, instead styling the commitment as world police as Overseas Contingency Operations and substantively continuing, even expanding America’s role.

Via Slashdot, as the Independent reports because of Brexit—as if EU standards were the sole compelling reason that the UK was harmonised with the standard that (nearly) the rest of the world uses—that should legislation pass, markets and shops will be able to opt out of metric units and regress to customary measures. Albeit as valuable as the colour of one’s passport, in reality the matter is more complicated and bound in other treaties including with the International Organisation of Legal Metrology, agreeing that only one official system of measurement be used.

While we’ve been following the ongoing statehood movement and debates for Washington, D.C. (christened on this day in 1791) for sometime now, it didn’t occur to us that the federal district under jurisdiction of the US Congress (no presence in the Senate despite having a population larger than Vermont and Wyoming) would need to be given a new name. For most of the campaign’s history it was assumed that the newly minted state would be called “New Columbia.” The latest admission act sponsored by the US House of Representatives in recent months, however, refers to the proposed polity as the “State of Washington, D.C.”—with the approval of the city council the abbreviation standing for Douglass Commonweath, in honour of the American orator, author, statesman and abolitionist Frederick Douglass.

Issued on this day in 1974 by American president Gerald Ford, the directive granted a full and unconditional pardon to his immediate predecessor for any crimes he may have committed against the United States as its leader. In response to public outcry Ford defended his decision to exercise his prerogative in excusing Nixon, particularly over the Watergate Scandal (previously), saying it was for the good of the country to close this tragic chapter. Privately, after leaving office, Ford justified his actions by keeping on his person—in his wallet—a copy of a 1915 US Supreme Court decision that affirmed the notion that accepting a pardon implies a confession of guilt. I’m sure that assuaged his conscience.

Via Super Punch, we are directed to reporting from the Guardian on opposition candidate standing for the Duma from St. Petersburg, Boris Vishnevsky, is facing two other contenders running with not only nearly identical names (they’ve preserved their patronymics), his challengers having changed their names for the ballot, but who have altered their appearance physically and digitally to look like the candidate. It is hoped that these political doppelgängers (the real Boris bothered to wear a necktie) will split the vote and allow the incumbent to retain his seat. It’s the next level of misnegation, obfuscation to “Vote No on Yes to the Proposition Rescinding the Ban on Anti-Mask Mandates” and would hate to give America’s GOP this tactic for their arsenal.

The media repository for public-domain and free-use images (see also), text, audio and video that illustrate and inform all projects across the enterprise was launched on this day in 2004, championed by journalist and software developer Erik Möller. Though originally primarily developed as a way to reduce file redundancy across the platform, it has become a reference source and common good for contributors and users alike, garnering many enthuasiasts and even a photo of the year competition. The version of the logo to the side is composed of a mosaic of images to mark the milestone in November of 2006 when the site acquired its one-millionth media file. Currently there are over seventy million.
